PRR - Housing Access Support Programme

The Housing Access Support Programme aims to increase the supply of social housing to respond to situations of housing shortage and indignity, ensuring access to decent housing for households identified in the Local Housing Strategies. Through funding that covers the totality of eligible expenses, the investment promotes the rehabilitation, construction or acquisition of properties intended for supported or affordable rental. In addition to combating precariousness and overcrowding, the programme focuses on sustainability by demanding high standards of energy efficiency in housing solutions, with all operations having the end of the first half of 2026 as their completion target.

Intervention Typologies

The following are eligible:

  • residential buildings or units intended for primary and permanent residence;
  • supported rental or other forms of use with equivalent affordable costs.

The funding covers the entire residential area, including not only private spaces but also common areas for support, socialisation or assistance, provided they are integrated into the housing function.

Eligible Expenses

  • Acquisition or construction/rehabilitation contracts;
  • Works and supplies associated with accessibility, environmental sustainability and energy efficiency (≥ +20% compared to the NZEB standard), including certification;
  • Technical services: projects, studies, surveys, supervision and health and safety on site;
  • Advertising costs for RRP/1.º Direito funding;
  • Administrative and legal costs: notarial acts, registrations and the incorporation of entities (e.g. cooperatives or residents' associations).

Expenses incurred by Final Beneficiaries associated with procurement procedures started after 1 February 2020 and until 30 June 2026 are eligible.

Investment Rates and Limits

Budgetary Allocation: 81.17M€

The funding corresponds to 100% of the eligible expenses, subject to maximum limits defined by the controlled-cost housing regime, varying according to the investment typology:

  • Rehabilitation: maximum cost defined in the regime, with the possibility of an increase of up to +25% in exceptional situations (e.g. prior demolitions); 
  • Construction: limit based on the promotion cost per sqm;
  • Acquisition: value calculated based on the median price per sqm (INE) or promotion cost (if higher);
  • Land and infrastructure: adjusted maximum land value + up to 10% for infrastructure;
  • Acquisition + rehabilitation: combination of the acquisition and rehabilitation limits (with the possibility of an increase).

Application Date

From 13 April to 30 April 2026. 

Access Requirements

Investments must cumulatively comply with the following:

  • Framework: integration into housing solutions intended for households in situations of indignity identified in the ELH (Local Housing Strategy);
  • Temporal eligibility: starting after 01/02/2020;
  • Execution period: completion (works or acquisition) by 30/06/2026;
  • Degree of maturity at the date of application: in the case of construction works, these must be underway with a schedule compatible with physical completion by 30/06/2026. In the case of housing acquisition (without the need for works), the acquisition process must be underway and duly proven.
  • There must be no accumulation of support for the same costs funded by the Programme.
