General Incentive Objective

 

This call aims to promote integrated territorial development by expanding the public housing stock for affordable rental, promoting:

→Addressing local housing shortages set out in Local Housing Strategies (ELH) and ITI CIM frameworks.
→High standards of energy performance, decarbonisation, and design aligned with the New European Bauhaus (NEB).
→Sustainable building solutions based on circular economy principles, universal accessibility, and green infrastructure.

 

Supported Typologies

 

Under this call, operations aimed at strengthening affordable housing provision across the Centro Region are eligible, namely the construction and comprehensive renovation of public housing stock for affordable rental.

→Construction of new energy-efficient housing buildings (NZEB + 20%).
→Renovation and retrofitting of existing public housing stock achieving certified energy savings.
→Projects integrated into the Action Plans of Integrated Territorial Investments (ITI CIM).

 

Eligible Expenses

 
✓Acquisition of land and residential properties (capped at 10% of total eligible expenditure).
✓Architectural and engineering design services, site supervision, safety coordination, and energy certification.
✓Civil construction works and general engineering contracts.
✓Environmental sustainability and accessibility improvements incorporated in the buildings.
✓Price revisions associated with public works contracts and eligible equipment purchases.
✓Non-recoverable VAT (and recoverable VAT for operations with a total cost below €5 million).

20-Year Public Housing Commitment
Supported residential units cannot be reallocated or altered from their designated affordable rental purpose for at least 20 years.

Projects above €200,000 must present approved execution design plans and required technical declarations to launch public tender under CCP.

Climate Proofing and NZEB Standards
New buildings must outperform NZEB thresholds by at least 20%; renovations must achieve moderate energy savings, complying with DNSH criteria.

Enables exceptional eligibility for housing operations transitioning from the Recovery and Resilience Plan under Decree-Law 165/2026.
