General Incentive Objective

 

The Climate and Energy Transition Incentive Scheme in Circular Economy aims to fund productive investment projects that promote:

→Circular economy and regenerative production processes across the regional business ecosystem.
→Enhanced compliance with European Union environmental standards and legislation.
→Productivity growth through the reintegration of recovered materials and water circularity.

 

Supported Typologies

 

The following operations within productive investment projects are eligible for support:

→Development of new products based on the circular potential of by-products across industries;
→Resource optimization and circularity via manufacturing process redesign;
→Raw material reduction, specifically through sustainable packaging solutions;
→Eco-design activities fostering recyclable inputs and by-products for novel products;
→Supply chain re-engineering and circular business model diagnostics (e.g., product-as-a-service, sharing economy);
→Recycling and resource reuse to advance industrial sustainability.

 

Eligible Expenses

 
✓Tangible assets: acquisition of machinery, equipment, hardware and associated direct software;
✓Intangible assets: technology transfer via patents, licences, proprietary know-how and standard software;
✓Additional investment costs: engineering services, studies, diagnostics, audits and architectural designs;
✓Auditor / Certified Accountant expense validation up to €2,000;
✓Building construction and remodeling works (when justified, up to 60% of total eligible expenditure).

→Base Rate: 50% for Micro and Small Enterprises
→Base Rate: 40% for Medium Enterprises
→Vulnerable Territory Top-up: +10 p.p. for Alto Alentejo sub-region (overall cap of 60%)

 

Eligible Beneficiaries

 
✓SMEs of any legal form holding certified electronic SME status via IAPMEI;
✓Project location situated in the Alentejo NUTS II region;
✓Organized accounting and at least one valid simplified corporate return (IES);
✓Balanced financial standing with equity ratio equal to or exceeding 15% (ref. year 2025);
✓Demonstrated financial sources to execute the proposed investment.

Mandatory self-assessment of Do No Significant Harm (DNSH) and alignment with RIS3 Alentejo Circular Economy priority.
