Annual warning plan for Portugal 2030 - May 2025

The Portugal 2030 Annual Notice Plan was recently updated, introducing relevant changes that companies should consider in their strategic planning, especially regarding productive innovation and research and development projects.

SICE – Productive Innovation

One of the highlights of this republication is the absence of the SICE – Productive Innovation notice, whose opening was previously scheduled for 30 April 2025. The postponement of this incentive is related to the need for approval, by the European Union, of the restructuring of the financing model, which now provides for the inclusion of Banco Português de Fomento in the programme's structure. 

According to Deliberation no. 45/2024/PL of the Portugal 2030 Interministerial Commission, the notices initially planned under Productive Innovation will be rescheduled and published at a date to be announced. This decision is part of the broader context of the reprogramming of COMPETE 2030 – Innovation and Digital Transition Programme, as well as the implementation of a new credit line fueled by European funds.

New strategic notices focusing on STEP objectives

In contrast, new opportunities arise for companies with two strategic notices planned, marking a reinforcement of investments in high value-added sectors and technological innovation:

• SICE – Productive Innovation (oriented towards STEP objectives – Digital and Biotechnology), with an indicative allocation of 501 million euros;
• SIID – Research and Development, also directed towards STEP objectives, with a planned allocation of 210 million euros.

These new notices reflect a clear commitment of Portugal 2030 to emerging and strategic technological areas, namely digitalisation and biotechnology, and require careful positioning by companies with ambitions for sustained growth and innovation.
