General Incentive Objective

 

This call aims to support small-scale investments by micro and small enterprises for business creation, expansion or modernisation, fostering:

→Sustainable growth and competitiveness of the local regional business fabric.
→Creation and preservation of qualified and sustainable employment across CIM Cávado.
→Technological modernization, digital transition and regional economic resilience.

 

Supported Typologies

 

Productive enterprise investment in eligible economic sectors:

→Creation of new companies (active for up to 1 year) and expansion or modernisation of existing enterprises.
→Manufacturing: Textiles (NACE 13) and Clothing industry (NACE 14).
→Fabricated metal products, except machinery and equipment (NACE 25).
→Technology: Computer, electronic and optical products (NACE 26).
→Eligible tourist accommodation — NACE 55, except 554 and 55201 (strictly in designated low-density territories and rural parishes of CIM Cávado).
→Tourist recreation: Organisation of tourist entertainment activities — NACE 93293 (exclusive local operation).
→R&D: Scientific research and development on natural sciences and engineering (NACE 7210).

 

Eligible Expenses

 
✓Tangible assets: acquisition of machinery, productive equipment, computer hardware and standard/operational software.
✓Building construction, refurbishment or remodeling works (strictly for tourist accommodation projects in low-density territories).
✓Intangible assets: technology transfer, patent rights, licenses, know-how and bespoke software solutions.
✓Specialised services: product/process quality certification and new trademark design/registration.
✓Statutory auditor (ROC) or certified accountant fees for payment claim expense validation (capped at €2,000).
✓Transport equipment and vehicles (strictly eligible for tourist recreation NACE 93293, locally deployed and 100% free of fossil fuels).
✓Indirect overheads calculated at a flat rate of 5% of eligible direct expenditure (simplified cost methodology).

Eligible Beneficiaries

 
✓Micro and small enterprises holding valid IAPMEI electronic SME certification at approval date.
✓Operational establishment located within NUTS III Cávado with commercial activity registered for at least 3 months.
✓Organised accounting records and at least 1 full-time equivalent (FTE) employee registered with Social Security for at least 1 month.
✓Balanced financial standing demonstrated in reference year 2025 (or certified interim balance sheet by statutory auditor ROC for firms over 1 year).
✓Companies older than 1 year must demonstrate project NACE code and turnover in 2025 tax filings (IES).
✓Exclusive legal entitlement to occupy premises (workplace sharing or co-location with third parties causes disqualification).
✓Valid tourism operating licence under RJET (mandatory for accommodation projects with existing commercial revenue).

Applicants must hold exclusive title to premises. Physical co-location or sharing workspace with third-party entities causes ineligibility.

Do No Significant Harm (DNSH)
Obligatory self-assessment certifying that project activities cause no significant harm across the 6 EU environmental goals.

Transport Equipment Restrictions
Vehicles strictly eligible under tourist entertainment activities (NACE 93293) provided they are 100% free of fossil fuels.
