General Incentive Objective

 

Hiring Highly Qualified Human Resources (RHAQ) aims to foster sustainable employment and enhance regional enterprise competitiveness by promoting:

→Increasing the proportion of highly qualified personnel in total employment and companies.
→Strengthening collaboration and knowledge dissemination within the Regional Innovation System.
→Accelerating digital and green transitions within businesses in the Alentejo region.

 

Supported Typologies

 

Hiring of Highly Qualified Human Resources (RHAQ) with suitable qualifications of ISCED level 6 or higher (graduates, masters, PhDs, post-docs) in SMEs aligned with Alentejo RIS3-EREI 2030 priorities.

→Integration of qualified personnel for scientific and technology transfer activities.
→Supporting innovation processes to resolve strategic regional competitiveness challenges.

 

Eligible Expenses

 
✓Base salary for Graduates and Masters (minimum €1,762.31 and maximum €2,462.21).
✓Base salary for PhDs and Post-Docs (minimum €2,462.21 and maximum €3,827.36).
✓Mandatory social security contributions and workplace accident insurance.
✓Holiday and Christmas allowances.

✓Micro, small and medium enterprises (SMEs) with organized accounting structures.
✓Companies with an establishment located in Low Density territories of NUT II Alentejo.
✓Qualified staff holding an ISCED level 6 qualification or higher (BSc, MSc, PhD, Post-Doc).

Mandatory On-Site Presence
Any form of remote service (telework, hybrid, remote mirror or virtual incubation) is strictly ineligible.

Maximum Project Duration
Maximum duration of 24 months, non-extendable except in contract staggered execution within the 24-month cap.

10% Initial Advance Payment
Eligible for an initial advance payment of 10% upon formal contract agreement and confirmed start of operations.
