General Incentive Objective

 

Construir 2030 - Strategic Businesses aims to promote sustainable integrated regional development and business efficiency through:

→Supporting strategic operations and expanding the regional export economic base.
→Sustainable valorisation of endogenous resources and strategic economic conversion.
→Boosting business investment into emerging markets and new high-value business lines.

 

Supported Typologies

 

Investments over €50,000.00 in strategic projects within the following economic sectors:

→Manufacturing industry contributing to the expansion of regional exports.
→Logistics, waste management, circular economy and tradable services.
→Accommodation and Food Service: development of new 4- or 5-star hotels, or expansion/refurbishment projects aimed at achieving a higher classification, as well as the enhancement of tourist entertainment services.
→Applied scientific R&D, human health, thermal activities and specialized education.
→Space Sector: Investments recognised by the Azores Space Mission Structure (Estrutura de Missão dos Açores para o Espaço).

 

Eligible Expenses

 
✓Acquisition of degraded buildings and construction/refurbishment directly linked to the project.
✓Acquisition of productive equipment, machinery and green transport assets (zero fossil fuels).
✓ICT equipment, specialized software, licensing and web platform / e-commerce development.
✓Intellectual property fees, patent registrations and proprietary brand / design development.
✓Consultancy services, market surveys, international marketing and quality/environmental certifications.
✓Architectural/engineering studies, DNSH compliance assessments and statutory auditor fees.

•Base Rate: 40% (São Miguel & Terceira); 45% (Faial, Pico, Nordeste, Vila Franca, Povoação); 50% (other islands).
•Timely Completion Bonus: +5% top-up when the project finishes on schedule.
•Project Merit Bonus (MP): up to +5% depending on final evaluation grade.
•Qualified Employment Bonus: +5% top-up for net creation of high-skilled jobs.
•Sustainable Building and Strategic Investment Top-ups: +5% bonus.
•Maximum cumulative caps: 70% (Micro/Small), 60% (Medium), 50% (Large) up to €7,000,000.00 grant per operation.

 

Eligible Beneficiaries

 
✓Commercial companies of any legal format, enterprise consortiums and cooperatives.
✓Entities with tax residence, headquarters, or a permanent establishment in the Azores.
✓Minimum pre-project financial autonomy ratio of 25%.
✓Guaranteed co-financing with at least 25% of eligible equity capital.
