General Incentive Objective

 

This call aims to support corporate R&D Unit operations (individual or collaborative), fostering:

→The creation or strengthening of internal corporate R&D skills and capacities through permanent, structured units.
→The implementation of a strategic research, development and innovation plan over the short to medium term (2 to 5 years).
→Effective collaboration between enterprises and non-business R&I system entities (ENESII) based on strategic partnerships.

 

Supported Typologies

 

Actions aimed at boosting R&D Units in business environments are supported, targeting the establishment of permanent structures dedicated exclusively to R&D through:

→Defining ambition and priorities for short to medium term (2 to 5 years) R&D+I activities (Development Plan).
→Market, scientific, and technological state-of-the-art analysis and value chain positioning diagnosis.
→Setting up the organizational model of the unit, internal interaction, and engagement with external R&D+I agents.
→Identifying skill needs, strategic partnerships, research infrastructures, and funding sources.
→Implementation of R&D+I management system certification according to NP 4457:2021 and performance metrics.
→Experimental tasks aimed specifically at supporting decisions on baseline scientific and technological approaches.

 

Eligible Expenses

 
✓Technical personnel costs (new qualified hires with level ≥ VI and allocated in-house staff) and fellowship allowances.
✓Third-party consultancy services, technical and scientific assistance (capped at 30% of total eligible investment).
✓Acquisition of instruments, scientific-technical equipment and specialized software necessary for the R&D Unit.
✓Travel and subsistence costs directly attributable to the project (up to 10,000€ cap, standard unit costs applied abroad).
✓Costs associated with the NP 4457:2021 R&D+I management system certification process.
✓Chartered Accountant / Statutory Auditor fees for payment claim validation (up to 5,000€) and technical-scientific audits.
✓Adaptation of buildings and facilities on an exceptional basis (capped at 30% of remaining eligible direct costs).

Eligible Beneficiaries

 
✓Micro, Small and Medium-sized Enterprises (SMEs) and Small Mid-Caps of any legal form.
✓Non-business Research & Innovation System Entities (ENESII), in collaborative applications.
✓Each business beneficiary may submit only one application (no restriction for ENESII).
✓Collaborative operations must be strictly led by a business enterprise.

Maximum Operation Duration
The maximum execution period of the operations is 24 months from the approved project starting date.

Qualified Staff Recruitment Requirements
New technical hires require qualification level ≥ VI (Bachelor's degree or higher), exclusive project allocation and at least 12 months duration.

Maximum Investment per Project
The total eligible investment cannot exceed 300,000€, with an initial advance payment of up to 10% of approved eligible costs.
