The Annual Notice Plan for 2025 is already known up to August. While new opportunities are on the horizon, the same is not true for some of the most relevant incentives for companies, namely the SME Internationalisation Incentive Systems – Individual Operations.
The Portugal 2030 Programme is preparing to introduce a set of new measures designed to boost sustainable growth and business innovation in Portugal. In total, around 4.5 billion euros are planned to support the competitiveness of private and public-private companies in the period between September 2024 and August 2025.
Among the novelties, the effort of around 400 million euros to promote decarbonisation and energy efficiency stands out, with the aim of reducing carbon emissions and making companies more competitive through the adoption of more sustainable energy solutions. This investment continues the support line that the RRP (Recovery and Resilience Plan) had already launched in 2022 with calls within the scope of decarbonisation, whose incentives reached up to 80% on a non-repayable basis.
Another novelty is the first calls focused on the circular economy, encouraging companies to adopt more sustainable business models, promoting the reuse of materials and the reduction of waste.
In addition to decarbonisation and the circular economy, a reinforcement of the promotion of entrepreneurship and job creation is foreseen, aiming to foster the emergence of new companies and stimulate their capacity to generate new jobs, thus contributing to economic growth and the modernisation of the national business fabric.
On the other hand, regarding business competitiveness incentive systems, a reduction of around 75 million euros is expected in the Productive Innovation budget, while in the modality of individual operations for SICE SME Internationalisation and SME Qualification, there is no forecast for the opening of new calls, so they may only open in 2026.
