Business R&D&I: An Opportunity for Large Companies in Portugal 2030

Portugal 2030 presents new opportunities for Large Companies, typically excluded from European incentives. The Business R&D&I Call (co-promotion), integrated into Priority 1A – Innovation and Competitiveness, stands out as a notable exception, allowing the participation of these companies, provided they are in collaboration with SMEs and/or Small Mid Caps.

This call focuses on the development of activities that integrate research and productive innovation, promoting the introduction of new products and processes to the market, increasing competitiveness and integration into global value chains.

Beneficiaries and Strategic Cooperation

Traditionally, Portugal 2030 incentives have focused on micro, small, and medium-sized enterprises (SMEs) and Small Mid Caps. However, this new call opens doors for Large Companies, provided they collaborate in co-promotion with SMEs or Small Mid Caps. This is a turning point in business innovation support in Portugal, allowing Large Companies to contribute to the creation of more robust and internationalisable value chains, thus boosting the joint growth of the economy.

The Importance of Co-promotion

Cooperation between different types of companies is the key to this call. Large Companies, with their financial and investment capacity, can boost the innovative capacity of SMEs, which in turn benefit from the scale and know-how of the former. The integration of ENESII (Entities of the National Research and Innovation System) in co-promotions further reinforces the technological and scientific capacity of the operations, raising the level of innovation to new heights.

Eligible Actions and Economic Impact

This call includes a wide range of eligible actions, from the creation of new establishments to the increase of installed capacity in existing establishments, requiring a minimum increase of 20% in relation to pre-project capacity. The diversification of production and the modernisation of processes are also supported, creating a solid path for the incorporation of innovation in products and services offered by companies. These actions not only increase productive capacity but also improve competitiveness, facilitating entry into new international markets.

Financing Rates and Eligible Regions

With a robust budget allocation of 349 million euros and a financing rate that can reach 80% (with the exception of the Lisbon region, which is limited to 40%), this call covers the Alentejo, Algarve, Lisbon Metropolitan Area, Centre, and North regions. Applications can be submitted between November 2024 and March 2025, this being a unique opportunity for Portuguese companies, especially Large Companies, to reinforce their presence in global markets.
