SIID – Business R&D – Individual and Co-promotion Operations

The SIID – Business R&D – Individual and Co-promotion Operations promotes business investment in innovation and knowledge creation projects. It aims to foster the country’s external competitiveness and the economic valorisation of R&D by supporting operations whose objective is the development of new innovative products, processes and services, as well as the significant improvement of existing ones.

Investment Typologies

  • Development of new Products and/or Services;
  • Introduction of improvements to existing products and/or services;

  • Introduction of improvements to an existing process aimed at its optimisation and/or automation;

  • Scientific Research projects;

Eligible Expenditure

  • Costs related to Technical Staff.

Note: The costs of the operations will be exclusively financed through the simplified cost methodology, under the unit cost modality. 

Funding

Support Rate: Up to 80%, with the exception of the Lisbon region, which is limited to a maximum of 40%. 
Minimum Investment: €250,000 – Two hundred and fifty thousand euros

Who Can Apply

SMEs – Micro, Small and Medium-sized Enterprises and small mid-capitalisation companies (Small Mid Caps). In co-promotion applications, Non-Business Entities of the Research and Innovation System (ENESII) are eligible as co-promoters, including those from the Autonomous Regions of the Azores and Madeira (in the case of operations funded under PITD). 

Specific Features of the Support

Conditions for Granting Operation Funding

Individual Operations: 

  • For investments located in the less developed NUTS II regions of North, Centre and Alentejo, mono-regional operations with a total eligible investment of up to €500,000 are funded by the Regional Programmes. Multi-regional operations and those with investment exceeding €500,000 are funded by COMPETE 2030; 
  • Operations located in Algarve and Lisbon are funded by the respective Regional Programme;

Co-promotion Operations

  • For investments located in the less developed NUTS II regions of North, Centre and Alentejo, mono-regional co-promotion operations with a total eligible investment of up to €1,500,000 are funded by the Regional Programmes. Multi-regional co-promotion operations and those with investment exceeding €1,500,000 are funded by COMPETE 2030;
  • Co-promotion operations located in Algarve and Lisbon are funded by the respective Regional Programme;

Eligibility Criteria

  • Demonstrate financial capacity to carry out the project.
  • Be aligned with the Research and Innovation Strategy for Smart Specialisation (RIS3).
  • Include activities of Industrial Research and/or Experimental Development.
  • Companies must present a balanced economic and financial situation and SME certification, where applicable.
  • Maximum duration: 24 months (individual operations) or 36 months (co-promotion).
  • Projects in the health sector may not include Experimental Development but must cover non-clinical and pre-clinical studies.
  • Comply with the DNSH Principle.
