Investment Types

The following types of actions are eligible for support:

• Type 1: Creation of micro and small enterprises, corresponding to investment strategies in companies with less than 5 years of activity at the date of application submission;
• Type 2: Expansion or modernization of micro and small enterprises, with at least 5 years of activity at the date of application submission, namely through the increase of economic activity, integration into value chains and expansion of business networks, or other projects generating economies of scale.

Eligible Expenses

• Construction, reconstruction, or expansion costs;
• Costs of acquisition and installation of machinery and equipment;
• Costs of acquisition of IT equipment and software;
• Costs related to certification of products, processes, or services, as well as design and registration of trademarks;
• Costs of accountants or statutory auditors for expenditure validation;
• Costs of architectural and engineering design essential for the implementation of the investment project, if subject to licensing or prior communication;
• Indirect costs.

Financing

• Budget Allocation: €5,000,000
• Minimum Investment: €50,000

Incentive subject to the de minimis limit of €300,000.

Funding Rates

Maximum Co-financing Rate: 50%

The base rate is 50% for investments in low-density areas and 40% in other areas. It may be increased by 10 percentage points for projects in the NUTIII sub-region of Beiras e Serra da Estrela.

Eligibility Criteria

• At the date of the application, the beneficiary must have one paid job position (FTE), evidenced by the Social Security Remuneration Statement of the previous month. For new companies, the job position must be registered with Social Security and have an employment contract.
• Compliance with the DNSH principle.
• Project duration: 18 months.
