The Incentive System for Hiring Highly Qualified Human Resources (RHAQ) aims to promote employment, increase the proportion of highly qualified personnel in total employment (and within companies), and expand qualified human resources as a means to strengthen interactions, collaboration, and the dissemination of knowledge within the Regional Innovation System. Furthermore, it seeks to accelerate the digital and energy transition within companies.

Types of Investment

Hiring of Highly Qualified Human Resources (RHAQ) with qualification level 6 of the National Qualifications Framework (graduates, masters, PhDs, or postdoctoral researchers).

Eligible Expenses

Salary costs for RHAQ (qualification level 6);
Mandatory social charges (Social Security and work accident insurance);
Holiday and Christmas allowances.

Funding

Graduates and Masters:

Minimum eligibility threshold for base salary: €1,706 (pay scale position 2 in the 2025 salary table);
Maximum threshold: €2,406 (pay scale position 5 in the 2025 salary table).

PhDs and Postdoctoral Researchers:

Minimum eligibility threshold for base salary: €2,189 (pay scale position 4 in the 2025 salary table);
Maximum threshold: €3,747 (pay scale position 11 in the 2025 salary table).
