Investment Typologies

• Strategic Tourism Events: large-scale events capable of attracting tourists and promoting Portugal's image;
  
• Associative or Corporate Events: congresses, seminars, and meetings that boost local economies and reinforce the region's renown;
  
• Local or Regional Nature Events: included in annual tourism plans, promoted by regional entities, to boost the economy and attract visitors.

Eligible Expenses

Investments related to the following are considered eligible expenses under the Portugal Events Programme:

• Rental of spaces for holding the event and the respective social programme;
• Rental of audiovisual equipment;
• Travel expenses;
• Contracting services associated with holding the events (e.g. accommodation or provision of meals);
• Construction or assembly of structures associated with holding the events, including in the area of accessibility;
• Event organisation and management services;
• Dissemination material and communication campaign.

Additional eligible expenses (National and International Communication Plan):

• Communication campaigns and national and international communication supports;
• Presence in media outlets;
• Travel for journalists or international media, including accommodation and meal expenses;
• Brand activations or promotional actions regarding the event abroad;
• Production of event promotion content;
• Dissemination material, including digital media such as websites or apps.

For music festivals outside low-density territories, only additional expenses (second group) are eligible.

Funding

• Budget Allocation
  45 Million Euros for support for holding events between 2026 and 2028.

• Majorations
  • Strategic Tourism Events: +25% if 75% of the investment associated with the event takes place in a low-density territory;
  • Associative or Corporate Events: support is determined by the number of overnight stays generated, with values ranging between €5,000 and €50,000. +25% if the event is held in low-density territories.

• Strategic Tourism Events up to €300,000;
• Associative or corporate events up to €50,000;
• Annual event plans up to €500,000.

Application Date

Applications must be submitted at least 30 working days prior to the event start date, and may be presented starting from 1 September of the year preceding the event.

Eligibility Criteria 

• Promote sustainability (economic, environmental, and social), including waste management, elimination of single-use plastics, water/energy efficiency, biodiversity protection, and circular economy. Ensure gender equality among speakers, support local suppliers, and generate positive community impact.
• Ensure accessibility, especially for people with reduced mobility.
• Facilitate the experience with virtual payments, online booking, and digital ticketing.
