PEPAC - C.4.1.3 - Restoration of Productive Potential

The Support for the Restoration of Productive Potential (C.4.1.3 of the PEPAC) aims to support the recovery of agricultural holdings affected by adverse weather events, namely through the repair of infrastructure, replacement of machinery and equipment, and replacement of biological assets (animals and plantations). This programme is an integral part of the national resilience strategy for the agricultural sector, allowing for the continuity of economic activity and the preservation of the productive fabric in zones battered by natural disasters or extreme events, in line with the sustainability and territorial cohesion objectives of the CAP Strategic Plan (PEPAC 2030).

Investment Typologies

Support is granted for the restoration of productive potential damaged as a result of Storm Kristin, in agricultural holdings located in the municipalities listed here.

 

Eligible Expenses

Investment expenses relating to the reconstitution and/or replacement of the following are considered eligible expenses:

  • Tangible fixed assets, including agricultural buildings, agricultural machinery and equipment, greenhouses and other infrastructure within the holding;
  • Biological assets, including the replacement of livestock and annual and multi-annual plantations;
  • General consultancy expenses up to 3% of the total approved eligible cost;
  • Expenses for the preparation and monitoring of the application up to 2% of the eligible expense ascertained in the analysis.

Ineligible expenses: capital goods in a used state and recoverable VAT.

Funding

Total Budget Allocation: €40,000,000

Financing Rates

  • 100% of the eligible expense up to €10,000;
  • 80% of the eligible expense exceeding €10,000, in the case of beneficiaries holding crop, animal, and plant insurance, wine harvest insurance, and fruit and vegetable harvest insurance under European agricultural funds;
  • 50% of the eligible expense exceeding €10,000, in the case of beneficiaries not covered by the previous subparagraph.

Who can apply

Natural or legal persons whose agricultural holdings suffered losses in their respective productive, agricultural, and land potential due to Storm Kristin.

Specifics of the Notice

Eligibility Criteria

  • Holdings in zones affected by adverse weather events or natural disasters recognized by the Government;
  • Damages exceeding 30% of the productive potential, confirmed by the CCDR, I. P., by visit or remote sensing:
  • Legal persons must be legally constituted;
  • Comply with the legal conditions necessary for the exercise of the activity, if directly related to the investment. The conditions verified include (but are not limited to):
  • Legal conditions for the exercise of the activity:
    • Water Resources Use Title (TURH) – validated via interoperability with the Portuguese Environment Agency (APA);
    • Activity start data – validated via interoperability with the IFAP, I.P. information system;
    • Licensing of constructions (buildings or greenhouses), whenever applicable to the nature of the investment;
    • Livestock Activity Exercise Regime (NREAP) – verification of licensing or ongoing process for livestock holdings.
  • Regularised situation (or guarantee in favour of IFAP, I. P.) regarding EAFRD and EAGF reimbursements;
  • Be holders of the agricultural holding, with registration in the Parcel Identification System and identification of the polygons and investment infrastructures.
